A house or a flat in winter?
Heating is the second biggest bill of the cold months, and the two ways of paying for it could not be more different.

A flat in a block connected to a district boiler house pays a fixed monthly sum, whatever the temperature: in Nurzhan about 90 som a month from November to March, in Talas a little less. You do not control the heat; the boiler house does. If it is a good boiler house, you wear a T-shirt in January. If it is a bad one, you sleep in a coat.
A house pays by the winter: coal or wood, roughly two tonnes for a normal house, bought in September when it is cheap. That is a big sum at once (700-900 som), but you control the temperature, the stove cooks the soup, and the ash is for the garden. The flat is a subscription, the house is a purchase. Neither is cheaper over the years. They differ in who is afraid in February.
